In a first step patches are sent to relevant kernel mailing lists
where they are reviewed by other kernel developers. Most of the time
errors are found or improvements suggested.
From here the patchset moves either to the maintainer-tree if they are
accepted by the subsystem maintainer, or back to the submitter to be
reworked according to the comments it received.
